This is a deliberate safety check and its worth building into your timetable workflow/notes for major changes.
If you are causing this you should also know the path to get past this is to generate the error, contact Compass Support and get them to remove the safety check - this will give a couple of hours before it is re-enabled automatically.
Generally, we trigger this safety check when we add a couple of classes for reporting purposes or on importing a new timetable following a semester change.

As timetablers, shouldn't they be aware of this? Essentially when making any significant changes to any class or subjects and classes, we pre-empt by disabling the import safety checks. You can have the base level disable feature added to your portal so the timetablers can configure as needed.
