You can do this now. In People Management use the +more option and select mobil phone

It is not the most reliable option under the filtering (a mix of 04 vs +61 and spaces can break it) and requires users to have the UserRecordsAdmin permission from memory - which is a higher level of access than you would want to give all staff. (For instance it gives staff access to every other staff members address)
