Attach multiple quotes to order

DE policy requires multiple quotes for orders over a certain cost. Currently it is not possible to attach multiple quotes to a line. This will cause issues with auditors in the future. Workarounds suggested by Terry are not realistic or sustainable.

This is a great suggestion. I've been merging .pdfs, but it would be better to upload the files separately so the name matches the contents, for example.

Allow receipts / invoices / supplementary documents to be attached (but not removed) to a PO without requiring reapproval and allow multiple files to be uploaded. This will help keep a tidy audit trail where everything can be found in one spot. Currently you can only attach files to line items, and you may have more documents than line items (multiple quotes, R1a/b forms, contracts, amendments, receipts, invoice, etc).

Allow quotes to be attached to the PO itself as well as by line item. Allow multiple quotes to be attached.
