Allow teachers to add attachments to Master Learning Tasks

Our school uses Master Learning Tasks to maintain consistent assessment structures, instructions, components and settings across classes.
We need class teachers to be able to upload supporting attachments —such as rubrics, worksheets and assessment instructions—within the task distributed to their class.
Teachers should only receive permission to manage attachments. They should not be able to alter the Master Learning Task’s components, assessment settings, dates, grading configuration or other administrative settings.
This would allow schools to retain central control and consistency while enabling teachers to provide class-specific resources without requiring an administrator to upload every document.
