Add Enrolment bounds for Events

Currently when staff create events with recurring sessions, the events module will assume that all students are involved in every session of the event. The problem arises when you create an event for a longer period of time eg. Term, where students are participating in an event as part of their course - like for active volunteering, all students in the class will complete the activity in multiple sessions throughout the term.
The sessions for these events, as they span across a longer period of time, cause issues when a new student arrives at the school or departs from the school or changes subjects, the student is still assumed as attending the event for sessions that are not applicable to them. Marking them as not present affects their attendance and can lead to teachers being confused about who should/shouldn’t be attending on the rolls.
A suggested example to try and alleviate the problem would be to include enrolment bounds on the attendees, similar to enrolments in classes.
The enrolment bounds would need to include for the attendees the range of dates that the sessions span by default, but allow administrators of the events to update/edit the student start/finish dates in the event should their enrolment change.
